If not revolutionary, the government report on press distribution published five months after it was written is at least disconcerting. On the one hand, senior officials at Bercy and the Ministry of Culture paint a dramatic picture of the national daily press, paper version, and, on the other, they refrain from proposing a real solution.

It's a bit as if the rapporteurs refused to take sides in preserving a government plan that everyone knows but which must remain secret. Bercy wants to merge the distribution network of magazines, the MLPs, with that of the national dailies. The latter must take control of the whole.
