Details are finally emerging around Fallout 76’s Atlantic City DLC, and the new location is under the control of three distinct rival factions.

The Enclave Faction Explained

Fallout 76 factions The Enclave

The Enclave is a pre-Great War military junta in Fallout 76. Before the Great War, the faction was operated by military generals and the President of the United States, functioning as a pseudo-government. Following the war, the faction withdrew to a concealed bunker in Appalachia. Here, President Eckhardt assumed leadership, eliminating dissenters to solidify his control over the group.

After the demise of Eckhardt and his cohorts, the facility lay dormant until its AI system, MODUS, undertook its restoration. MODUS returned the interior of the Whitespring Congressional Bunker to its former state and sustained it through robotic maintenance. However, to revitalize the faction’s operational divisions, MODUS required dwellers, prompting the Enclave’s recruitment efforts in Fallout 76.

How To Join The Enclave

To enlist in the Enclave, initiate the “Bunker Buster” quest. This mission starts when the player enters the Abandoned Waste Dump and finds the Operation Summary–Blackwell Holotape in the Cavern. After this objective, the player obtains the Bunker Access Card, granting access to the Enclave’s covert facility at the Whitespring Resort.

Within the Enclave’s bunker, the player encounters MODUS, the AI overseeing the facility following President Eckhardt. Engaging with this robot initiates the “One of Us” quest, leading to the player’s formal induction into the Enclave. Subsequently, they gain clearance to enter restricted sections, including the Science, Medical, Military, and Production wings.

Enclave Questline Guide

Start the Enclave questline by visiting the Abandoned Waste Dump. The dump is located south of Haven Church and northeast of Harpers Ferry and The Burrows. It’s an unmarked area that becomes a landmark only after the player discovers it. Here, the player will be given the “Bunker Buster” quest and later the “One of Us” mission, which eventually turns them into an Envlave member.

The following is a step-by-step guide to completing both missions successfully.

Bunker Buster: Find the Whitespring Bunker Card

The quest for joining the Enclave starts with the “Bunker Buster” mission.

  • Head to the Abandoned Waste Dump. It’s on the far east flank of the map.
  • Cross the fences and enter the Cavern.
  • Look for the Agent’s body. Keep turning left in the cave until a dead body shows up.
  • Grab the Operation Summary–Blackwell Holotape.
  • Search for the Deathclaw Nest in the cave.
  • Retrieve the Bypass Holotape from the nest.
  • Play the Bypass Holotape in the broken elevator.
  • Turn off the Laser Grid. Throw the circuit breaker in the laundry room, open the air flue above the generator, and activate the circuit conduit in the upstairs vents.
  • Locate the dead senator’s office.
  • Unlock the hidden safe. Log the numbers written on the scattered documents into the keypad until it accepts one.
  • Grab the Whitespring Bunker Card. It’s behind the painting of a ship.

Players with a level-3 Hacking Skill can disable the Laser Grid at the Whitespring Bunker without a manual system security reset.

One Of Us: Complete MODUS Missions

With the access card in hand, go to the Whitespring Resort and enter its bunker. Talk to the AI in charge, MODUS, and accept the new quests. These missions determine if the player deserves to join the Enclave. And here’s how to get them done.

  • Hack the SigInt system terminal. At the Signal Intelligence Base, take out the Protection Watchers and Robobrain Tacticians to reach the control room and insert the tape into the terminal.
  • Reconnect the Enclave satellite. Go to the National Radio Research Center’s roof and attach the satellite module to the panel. Finally, go back to the Whitespring Bunker and report to MODUS.

Once the “One of Us” mission is done, MODUS promotes the player to an official Enclave member and grants them access to other bunker sections.

After fixing the module during the MODUS’s satellite mission, don’t leave the roof immediately. Instead, wait for a meteor-like package to crash and loot it for two precious Beacons: Orbital Scan and Orbital Strike.

Enclave Quest Rewards

Upon joining the Enclave, players gain entry to classified areas within the Whitespring Congressional Bunker and acquire exclusive Enclave gear such as the Stealth Boy Mark III, Enclave Plasma Gun, and the Enclave officer uniform. Achieving the rank of Enclave General grants additional privileges, including the ability to launch nuclear strikes and acquire the X-01 Power Armor plans.

How To Become An Enclave General

Ranking up to an Enclave General is straightforward. Complete the “Officer on Deck” quest at Camp McClintock and earn 10 Commendations afterward. A General has access to three Nuclear Silos (Site Charlie, Alpha, and Bravo) and can shop at the top-tier vendors of the Whitespring Bunker.

Players have four ways to earn Commendations: killing Legendary creatures, completing Extermination Operations, Robot Patrol missions, and Resource Drop tasks.

To rank up to Enclave General faster, farm Scorchbeasts at the Fissure Site Prime. This helps to earn the needed Commendations as quickly as possible.

After achieving the Enclave General status, go to the Armory at the Whitespring Bunker in the Military Wing. Turn on the Archival Terminal (the red computer), open the Schematic Archives, and read Prototype Power Armor Schematic. This file unlocks the X0-1 Power Armor, which can be crafted at a workbench.
