If you want to do this, you will have to plan your build carefully and use all the opportunities the game provides you with. There is no perfect build, so you should adjust your plan depending on the skills you want to improve first. With a total of 1,300 skill points to max out everything, it’ll take some effort.
Max Out Intelligence & Perception
All skills depend on certain base stats, and Intelligence and Perception are the most valuable parameters. Each of these stats improves 3 abilities, and they affect 6 skills in total.
Each point of Intelligence adds an extra 0.5 skill point per level. A character with 10 Intelligence gains 15 skill points at each level, so max out Intelligence first!

Skill books allow you to get more skill points. Each of them gives your character 3 skill points (4 if you have the Comprehension perk). There are 94 skill books in total if you have all DLCs. Additionally, you can find more random books in the workbench crates that come with the Honest Heart DLC.
Skill books are extremely useful if your goal is to max out all skills.
Make sure you don’t max out skills that you can still improve with skill books. If you have 100 points in a certain skill, you won’t be able to develop it with books, and they will be useless.
