Ukrainian President Volodymyr Zelenskyy stressed on Friday during a visit by European Commission President Ursula von der Leyen to Kiev that Ukraine’s “victory plan” in its war with Russia depends on quick decisions that allies must make this year.
Ukraine plans to use a proposed multi-billion dollar loan from the European Union to spend on air defence, energy and domestic weapons, he added at a joint news conference with von der Leyen.
He pointed to the importance of US President Joe Biden’s role in the success of the “victory plan”, which he said he would discuss with him when they meet. Zelensky is scheduled to visit the United States next week.
“Most of the plan’s decisions depend on Biden in particular, as well as other allies, but there are certain points that depend on US cooperation and support,” Zelensky said.
Zelensky has provided regular updates on the plan’s development but has revealed only minor details about its content, saying it aims to set acceptable terms for Ukraine after more than two and a half years of war.
“The whole plan depends on our allies making quick decisions that must be implemented between October and December without delay,” he said.
