The Federal Authority for Nuclear Regulation (FANR) and the Canadian Nuclear Safety Commission (CNSC) launched the first-of-its-kind guide, “Auditing Inspections in Nuclear Regulatory Bodies,” during an event held on the sidelines of the International Atomic Energy Agency (IAEA) General Conference in Vienna.
The Guide is a milestone in the field of internal auditing conducted within nuclear regulatory bodies, highlighting the vital role of internal auditing within these bodies and providing an integrated methodology for conducting technical audits of regulatory inspections, including those of nuclear power plants and licensors of regulated substances.
The guide also provides an innovative framework for auditing inspections, which consists of eight basic elements, and provides guidance on auditing inspections.
The guide is the result of extensive collaboration between the International Working Group on Internal Audit Collaboration, which was established by FANR and the Canadian Nuclear Safety Commission in 2020 to promote global knowledge sharing among internal audit functions within nuclear regulators in different countries.
Christer Viktorsson, Director General of FANR, explained that the guideline reflects the importance of international cooperation between various partners in the field of nuclear energy, and will play a key role in enhancing the role of regulatory bodies to ensure governance, risk management and operational efficiency.
He said that internal audit functions within nuclear regulatory bodies play a vital role in providing independent assurance to boards of directors and senior management, providing assurance on the effectiveness of corporate governance, risk management and compliance with internal controls, and making recommendations that enhance operational efficiency and support an ethical culture and integrity.
