Memorandum of Cooperation between the Dubai Government Human Resources Department and the Department of Lands and Properties

The Dubai Government Human Resources Department and the Dubai Land Department have signed a Memorandum of Cooperation aimed at establishing a general framework that supports joint cooperation regarding the assessment of behavioral competencies of human cadres and contributes to the process of exchanging expertise in the field of human resources.

The memorandum comes within the framework of the continuous efforts of the Dubai Government Human Resources Department to prepare and equip government human cadres and provide them with the full skills that will develop their job performance and empower their capabilities to enhance their readiness to deal with rapid changes. This memorandum also embodies the department’s efforts to provide innovative visions and future solutions that contribute to the development of the human resources sector in a way that supports the competitiveness of the Emirate of Dubai.

The memorandum was signed by Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, and His Excellency Marwan Ahmed bin Ghalita, Director General of the Dubai Land Department.

Commenting on this, Abdullah Ali bin Zayed Al Falasi stressed the keenness of the Dubai Government Human Resources Department to consolidate cooperation and partnership relations with various government entities in the Emirate of Dubai, given its importance in advancing the process of exchanging experiences and knowledge that empower our human cadres and provide them with the future skills necessary for development and growth, in line with the future visions of the emirate in enhancing the skills and capabilities of Dubai Government employees.

Al Falasi said: “The MoU with the Dubai Land Department represents a new step in the field of joint cooperation that contributes to providing all the knowledge and expertise necessary to develop and grow the department’s human resources and develop behavioral competencies, through an integrated set of educational programs and innovative training paths that enhance the readiness of cadres for the future and improve their job performance within their institutions, which contributes to enhancing the comprehensive development process of the emirate across all levels and fields.

For his part, Marwan Ahmed bin Ghalita, Director General of Dubai Land Department, said: “Effective partnerships with government entities are a fundamental pillar for achieving excellence and sustainable development in our institutions. Through this memorandum, we aim to enhance cooperation with the Dubai Government Human Resources Department to develop our qualified human resources and raise the level of job performance to keep pace with future requirements. Qualifying human resources and empowering them with the necessary skills to keep pace with rapid changes is one of our priorities to achieve the strategic visions of the Emirate of Dubai.”

Bin Ghalita added: “Our cooperation is not limited to providing innovative training programmes only, but extends to include building an integrated system that focuses on the continuous development of skills, and achieving high levels of cognitive excellence and innovation. This partnership will contribute to creating a more dynamic and effective work environment, which supports the readiness of our human cadres and enhances the competitiveness of the Emirate of Dubai at the local and international levels.”

The general framework that will be provided by the Dubai Government Human Resources Department in cooperation with the Dubai Land Department will contribute to creating an integrated system that includes innovative educational and training programs designed to meet the requirements and specializations of the department, in addition to many researches and studies related to human resources, which will enhance the skills and expertise of human cadres, while highlighting aspects of innovation and cognitive excellence.

The Human Resources Department will also submit evaluation proposals for each activity, including a list of behavioral competencies and the criteria necessary to be used in the evaluation, in addition to providing evaluation tools, preparing a specific template for the competencies, and submitting reports related to implementation according to the targeted goal of the evaluation in Arabic or English.
