A man tried to flee on foot when police stopped his car during a “dangerous driving” crackdown.
The incident happened in Middelburg Square, Folkestone, as officers carried out traffic checks in the town.
The man attempted to run away before being pursued on foot and detained by officers.
The driver and his male passenger, both in their 40s, were arrested on suspicion of possession of Class A drugs with intent to supply and were later bailed.
Twenty-three other people were reported for driving offences during the operation on Tuesday.
Officers carried out traffic checks in the Sandgate Road, Park Farm and town centre areas.
Motorists were issued with traffic offence reports for issues including children not being properly secured, speeding, unsafe tyres and using a mobile phone at the wheel.

One vehicle was seized for being untaxed and other drivers were given advice concerning their driving and the safety of their vehicles.
Four foreign-licenced vehicles were issued with fixed-penalty tickets for stopping at the roadside and mobile phone use.
PC Kevin Marsh said: “The consequences of collisions caused by dangerous driving and unsafe vehicles can be catastrophic for pedestrians and other road users.
“I urge everyone to make sure they comply with the laws of the road and keep others safe. Where motorists fail to do so, we will take action against them.”
