Montgomery County-based waste service company J.P. Mascaro & Sons has been awarded a long-term contract with the city of Allentown for the collection of the city’s residential waste and recyclables.
The five year contract was approved by Allentown’s city council on Oct. 2, according to a press release. On Oct. 4, Mascaro received a notice of contract award letter from the city. After Mascaro’s submission of the required contract performance bond and final review by Allentown, the contact was signed on Oct. 28 by Allentown Mayor Matthew Tuerk.
The contract is effective June 1, 2025.
The five year contract is valued at $90 million, and with two, two-year extension options at the city’s discretion, the contract value is $180 million, the company said.
Under the terms of the contract, Mascaro will provide Allentown residents with twice-a-week trash collection, once-a-week recyclables collection, twice-a-month yard waste collection, and one bulk item per week.
Mascaro, a privately-owned local company headquartered in Lower Providence, Montgomery County, will perform the city contract from its Allentown operational division at 315 Basin St., with 21 new collection vehicles and 60 new employees. As the low bidder, Mascaro was selected over the city’s current contractor.

Mascaro & Sons, said in a statement. “This contract is a natural for J. P. Mascaro & Sons because of our experience, business in the region, local infrastructure and resources.”
Allentown is the third largest city in Pennsylvania, with a population of more than 125,000, and is situated in Lehigh County, where Mascaro operates a large service division. Mascaro provides contracted waste services for many municipalities in the Lehigh Valley region, and was recently awarded a five-year $23 million contract with Whitehall Township, which borders Allentown, the company said in the release.
Mascaro applauded the effort of his company team members who put together the bid proposal and who participated in the evaluation process conducted by city representatives.
“Everything about the proposal submittal they prepared was top-notch, and I am happy that their efforts resulted in a contract award,” Mascaro added.
