PHILADELPHIA — Jalen Carter, in his final year at the University of Georgia, was involved in four traffic incidents in the span of five months. The last one was a street-racing arrest after the car he was racing against crashed into multiple utility poles, downing one of them, and a line of trees, killing the driver, ejecting and killing the front passenger, and injuring two others in the car.
