He pointed out that Berri “is in charge of the negotiations and no longer listens until he sees implementation, because there were many promises for a ceasefire and the Israelis were continuing the war.”

He added: “The Lebanese will return to their villages and populate them, and the Israelis think that with their operation they are creating a buffer zone, but the missiles are continuing and will not stop, and they may be launched from the Litani and the Bekaa.”

He stressed that “Israeli goals have ended, and what they are doing is targeting civilians and forces.” UNIFIL And the Lebanese army, and completely destroyed Lebanese villages and no longer targeted military sites or Hezbollah fighters, and the Israeli operation was not aimed at a broad invasion of Lebanon.”

He stated that: “The Israelis are forced to turn to a diplomatic settlement, and the atmosphere is more prepared to reach an agreement, and the Israelis are forced to turn to a diplomatic option.”

He pointed out that “Hochstein knows the red lines on the Lebanese side and is optimistic that an agreement will be reached soon with his expected return.”

He stated that: “Hochstein assured Berri that the American administration has become more serious about reaching an agreement, and that negotiation today is different from the past.”

He continued: “I do not think that Hochstein was met with Israeli rejection, but it is possible that negotiation and communication between Israel and the American administration will continue.”

He stated that “the conditions that may be reached in the agreement are not far from the draft paper that was with Hochstein 6 months ago.”

Regarding the new American administration after the election of Donald Trump as President of the United States, he said: “It is clear that Trump wants to end the war, and the Israelis know that if Trump declares this, it means that he will press to achieve that.”

He pointed out that “the decision 1701 He talks about the area south of the Litani being free of weapons and presence HezbollahHowever, the decision was not previously implemented by any party, but today we are seriously examining the implementation of the decision on the ground.”

He pointed out that the previous disagreement was that Israel “I am not ready to implement Resolution 1701 directly, but today it will be implemented directly and completely. It is a decision agreed upon between the Lebanese state and Hezbollah, for southern Lebanon to be a zone free of missiles and weapons without preventing anyone from heading to his area or village.”

He added, “The Israeli side is required to stop land, air, and sea attacks, and how to implement this is being discussed, as Israel wants to ensure that the buffer zone will no longer pose a threat to the settlements in the north.”

He also pointed out that “the discussion centers on the mechanism for implementing 1701, increasing army numbers, and activating UNIFIL To a greater extent, in addition to the oversight mechanism and who will give the guarantee to the Lebanese and Israelis that the region will not pose a threat in the future.”

He pointed out that 1701 “is sufficient as a resolution to bring security and stability to Lebanon, to stop Israeli attacks, and to reach the conclusion that only the Lebanese army has weapons and is authorized to protect Lebanon and its sovereignty.”

He stressed: “Without a political settlement, we cannot achieve stability on the borders, and therefore the diplomatic effort undertaken by the American administration is important.”

He also added: “When an agreement is reached, I expect it is possible that we will reach a political solution that will lead to the election of a president and a new government. This president and this government must provide confidence to the international community in respecting the agreement and the necessity of implementing the ceasefire and Resolution 1701.”

He stressed that “constitutionally, the caretaker government is supposed to provide all guarantees and instructions through the Ministry of Defense and institutions and to carry out diplomatic efforts, and it is authorized to do this task, and this is done in coordination with the Speaker of the House of Representatives because he is primarily concerned with negotiating between the two parties.”

He stated: “After reaching the ceasefire agreement, there will be a call from the Speaker of the House of Representatives to elect the President of the Republic, and this will speed up negotiations between the parties to reach consensus and agree on a name by at least “86 representatives,” because there is no longer the possibility of choosing a President of the Republic.” Breaking a bone must be done with internal and external agreement.

He stated that: “The position of the Speaker of the Lebanese Parliament will oblige everyone in Lebanon, even Hezbollah, to implement and implement Resolution 1701.”

Regarding Hezbollah, he explained that the party “is present in Lebanon, even if it is not militarily, but it will remain political and its role is influential, and the only issue being talked about is weapons.”
