His Excellency Dr. Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology, President of the Conference of the Parties “COP28”, confirmed that in line with the vision of the leadership in the UAE, the Presidency of “COP28”, during its participation in the meetings of the United Nations General Assembly, focused on enhancing international cooperation and constructive partnerships to support the work Climate and sustainable development globally.
This came during the participation of the “COP28” presidency team during this week in the 79th session of the United Nations General Assembly meetings, and “Climate Week in New York”, with the aim of motivating the leaders of countries and governments to support the implementation of the historic “UAE Agreement”, which established a reference framework for efforts to preserve the possibility of… Avoiding the rise in global temperature exceeding 1.5 degrees Celsius.
His Excellency called on all countries to prepare nationally determined contributions that contribute to achieving qualitative progress in global climate action during this important decade, and to submit them before the deadline set in February 2025.
The presidency of “COP28” participated in many high-level events and bilateral meetings during the current week in New York, and the conference team included, in addition to His Excellency Dr. Sultan Ahmed Al Jaber, Her Excellency Shamma bint Suhail bin Faris Al Mazrouei, Minister of Community Development, climate leader for youth in “COP28.” Her Excellency Razan Al Mubarak, the United Nations Climate Leader at COP28, His Excellency Ambassador Majid Al Suwaidi, Director-General and Special Representative of the UAE Presidency of the Conference, and Adnan Amin, CEO of the COP28 Office.
During the event “Roadmap for the 1.5°C Mission: The Third Edition of the Nationally Determined Contributions,” hosted by the Troika Presidencies of the Conference of the Parties on the sidelines of the United Nations General Assembly, His Excellency Dr. Sultan Ahmed Al Jaber announced that the UAE will submit the third version of its Nationally Determined Contributions before The “COP29” conference, which will be held in the friendly Republic of Azerbaijan next November, that is, months before the deadline scheduled for February 2025.
The “Troika” constitutes a pioneering model of cooperation and unification of the efforts of “COP28” with the presidencies of “COP29” in Azerbaijan, and “COP30” in Brazil, with the aim of raising the ceiling of ambition in the next round of nationally determined contributions.
The Troika-hosted event was attended by a group of climate officials including Selwyn Charles Hart, Special Advisor of the UN Secretary-General on Climate Action and Just Transition, and Simon Steele, Executive Secretary of the UN Framework Convention on Climate Change.
His Excellency Dr. Sultan Al Jaber explained that the nationally determined contributions that the UAE will provide aim to reduce greenhouse gas emissions from various sources and cover all economic sectors for the first time, including energy, industry, transportation and waste, which confirms the country’s commitment to its global pioneering role in efforts to implement the “COP28” outcomes that were presented. An ambitious and comprehensive response to the results of the first global inventory to assess progress in implementing the goals of the Paris Agreement.
He stated that the UAE’s nationally determined contributions will benefit from the latest technologies, especially artificial intelligence, to stimulate emissions reductions and enhance climate resilience and adaptation by bringing about positive radical change in food and health systems and early warning of the dangers of climate change.
His Excellency reiterated the need to benefit from the economic opportunities provided by the three largest comprehensive trends that will shape the future of the world, which are: an orderly and realistic transition in the energy sector, the great development in artificial intelligence, and the growth and advancement of emerging economies and countries of the South.
His Excellency called on all parties to take the initiative and provide indications of their intention to deliver enhanced versions of the nationally determined contributions before or during “COP29” to enhance political momentum in this important decade for climate action, and to support these contributions with effective investments to achieve qualitative progress that supports the implementation of the goals of the “COP29 Agreement.” The UAE’s historic campaign, launching a new phase of sustainable economic and social growth that contributes to supporting the 1.5 degree Celsius goal, enhancing global well-being, and leaving no one behind, stressing the need to view these contributions as opportunities to stimulate more growth and green jobs and build a sustainable, low-emission future. And it’s not a burden.
His Excellency Dr. Sultan Ahmed Al Jaber delivered a speech during the high-level session at the “World Renewable Energy Summit”, which is the first meeting of the most prominent representatives of the government and private sectors to discuss progress, opportunities and challenges related to the goal of increasing the global production capacity of renewable energy three times by 2030, which represents one of the items. The basic principles of the historic “Emirates Agreement” that was reached in Dubai late last year.
He said that tripling the global production capacity for renewable energy is an essential enabler of global efforts aimed at maintaining the possibility of achieving the 1.5 degree Celsius goal, promoting well-being for all in a sustainable manner and leaving no one behind.
His Excellency also called on all countries to enhance investment in infrastructure and technology, especially artificial intelligence, and develop the countries of the Global South.
In the first meeting held in person for the “Industrial Transition Accelerator” Leadership Council, His Excellency Dr. Sultan Ahmed Al Jaber highlighted the importance of the role of this accelerator, which was launched during “COP28”, which represents a multilateral partnership to stimulate investments and reduce emissions across six sectors whose emissions are difficult to mitigate, and together they constitute 30% of total global carbon emissions.
His Excellency also participated in the panel discussion hosted by the “Alterra” Fund, which the UAE announced during COP28 that it would establish with a core capital of $30 billion to stimulate climate investment. He stressed that the Fund had achieved tangible progress in investing the $6.5 billion that was announced. It was allocated during the conference in cooperation with BlackRock, TPG and Brookfield.
He stressed that these investments have begun to stimulate progress by helping a number of companies that collectively produce more than 40 gigawatts of clean energy across five continents in stable and emerging markets.
His Excellency added that “Altera” has achieved further progress by providing financing to companies such as “Everin”, which owns a clean energy project with a capacity of 7 gigawatts in India, in addition to companies working to build renewable energy plants whose production capacity is estimated at one gigawatt, such as “Newen”, and ” H Energy, and On Path Energy.
During the week, the COP28 presidency team held bilateral meetings with a number of prominent officials, including His Excellency Kyriakos Mitsotakis, Prime Minister of Greece, His Excellency Giorgia Meloni, Prime Minister of Italy, His Excellency Edi Rama, Prime Minister of Albania, and Ursula von der Leyen, President of the Commission. His Excellency Espen Barth Eide, Minister for Foreign Affairs of Norway, His Excellency Alexander Schallenberg, Minister for Foreign Affairs of Austria, Ajay Banga, President of the World Bank Group, Michael Bloomberg, Special Envoy of the UN Secretary-General for Climate Ambition and Solutions, and Founder of Bloomberg Philanthropies, and Larry Fink, CEO For BlackRock.
For her part, Her Excellency Shamma bint Suhail bin Faris Al Mazrouei participated in a group of events for youth and children, the most prominent of which was held in partnership with Leila Hasanova, the youth climate pioneer at the “COP29” conference, and a number of members of the “COP30” conference presidency, and with the support of the General Secretariat of the United Nations Convention. The United Nations Framework Convention on Climate Change witnessed the discussion of mechanisms for developing the role of the “Youth Climate Leader” in the Conferences of the Parties after its institutionalization at “COP28” under the historic “UAE Agreement”, and the announcement of the establishment of a permanent secretariat office for the “Youth Climate Leader” team to chair the Conference of the Parties. Within the work system of the Framework Convention, to support the presidencies of the upcoming Conferences of the Parties.
The event also reviewed ways to benefit from the Youth Climate Pioneer Secretariat Office, which was created as a new vital element within the United Nations system, to enhance cooperation between various stakeholders with the aim of providing greater focus and support for the priorities and interests of children and youth in climate action.
Her Excellency Shamma Al Mazrouei also participated in a panel discussion organized by the United Nations Children’s Fund (UNICEF), to discuss ways to enhance protection from the repercussions of climate change for children and future generations, in line with the outcomes of the “Charter for the Future” and the “Declaration of Future Generations.”
Her Excellency said that “COP28” made a prominent and pioneering achievement in efforts to integrate youth into climate action, by institutionalizing the role of climate pioneer for youth under the historic “UAE Agreement,” and stressed the necessity of preserving the legacy of youth empowerment and building on it as the date of “COP29” approaches. To ensure the fundamental participation of younger generations in climate decision-making and policies and to bring about effective and tangible positive change, by uniting the efforts of all parties, United Nations agencies, civil society organizations, charitable institutions, and supporters of youth work.
Her Excellency Razan Al Mubarak attended a number of events, including an event co-hosted by Bloomberg Philanthropies to highlight the importance of the “Alliance of Highly Ambitious Multi-Level Partnerships,” which 73 countries have joined so far.
Her Excellency delivered a speech at a ministerial panel discussion hosted by the Presidency of “COP28” with the Presidency of the United Nations Conference on Biodiversity (COP15), to enhance cooperation across the areas of climate action and biodiversity conservation. On the sidelines of the United Nations General Assembly meetings, the UAE and the Republic of Ghana signed an agreement that identified investment priority areas with regard to efforts to adapt to the repercussions of climate change and nature-based solutions in Ghana.
His Excellency Ambassador Majid Al Suwaidi also participated in an event hosted by the G20 Secretariat in cooperation with Bank of America, to explore ways to stimulate innovation in the private sector and finance agencies that support climate action.
