The Council of Ministers assigned the Ministry of Communications to proceed with the preparatory procedures for the project.
But Vodafone said it was looking to advise on network design rather than operating it.
A company spokesperson said in a statement: “The Partner Markets division is being run in… Vodafone Talks with government Iraq Regarding a possible contract to advise on the design of the new fifth generation network that the government is planning.”
He added, “Discussions are still ongoing, and we have not yet reached agreement on a contract.”
