His Excellency Saeed Mohammed Al Tayer, MD and CEO of Dubai Electricity and Water Authority (DEWA), revealed that DEWA’s desalinated water production capacity will increase from 495 million gallons per day (MIGD) currently to 675 million gallons per day (MIGD) in 2027, with the completion of the first phase of the Hassyan complex, the largest of its kind in the world for desalinating water using solar energy, which is DEWA’s first project based on the independent water producer model.
The production capacity of the first phase of the project is 180 million gallons of desalinated water per day, using reverse osmosis technology to desalinate seawater, with investments amounting to 3.357 billion dirhams.
His Excellency said: “In line with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, we at Dubai Electricity and Water Authority are working to provide an advanced and integrated infrastructure for energy and water, keeping pace with the emirate’s growing development path.
It ensures meeting the growing demand for electricity and water services, and the emirate’s water security, in accordance with the requirements of comprehensive sustainable development plans, the objectives of the Dubai Urban Plan 2040, and within the framework of the Dubai Integrated Water Resources Management Strategy 2030, which focuses on enhancing water resources and using the latest technologies and innovative solutions. The Authority’s current production capacity of desalinated water is 495 million gallons per day, including 68 million gallons using reverse osmosis technology.
Resource sustainability
His Excellency Saeed Al Tayer pointed out that the Authority has a comprehensive vision to ensure the sustainability of water resources, within the framework of the Integrated Water Resources Management Strategy in the Emirate 2030, which focuses on enhancing water resources and using the latest technologies and innovative solutions.
It aims to produce 100% of desalinated water from a mix of clean energy that combines renewable energy sources and waste heat by 2030, reaching 735 million gallons per day, of which 240 million gallons will be produced through the Hassyan complex, after the completion of the project phases in 2030.
He explained that the Authority has moved towards developing water production stations using reverse osmosis technology to desalinate seawater, as it requires less energy than multi-stage flash distillation stations, making it a more sustainable option for desalination, keeping pace with the unprecedented economic growth witnessed by Dubai, the significant growth in population, and the steady increase in demand for water.

HE Saeed Al Tayer added: “The Authority relies on three axes to sustain water production, based on utilizing clean solar energy to desalinate seawater using reverse osmosis technology, which is characterised by lower energy consumption compared to multi-stage flash distillation technology, then storing the surplus production in groundwater basins, recovering it, and pumping it back into the water network when needed.”
This innovative, comprehensive model is characterised by its environmental conservation and represents a sustainable economic solution that confirms Dubai’s ability to anticipate and shape the future. His Excellency continued: “At Dubai Electricity and Water Authority, we are keen to ensure the continued availability of our services at 100%.”

Enhance skills
On the other hand, Dubai Electricity and Water Authority successfully concluded the second session of the “Corporate Agility Week”, which included many activities and events that aimed to consolidate the concept of corporate agility among employees.
About 1,200 male and female employees from various sectors of the Authority participated in the activities, which were distributed across a number of the Authority’s branches.
His Excellency Saeed Mohammed Al Tayer stressed that the Authority considers institutional agility a fundamental pillar to ensure keeping pace with continuous developments, pointing out that the Authority was one of the first service institutions in the world to apply this concept as part of its efforts to enhance its readiness for the future.
